17-Year Old Afghan Girl is Raped by Head of the Provincial Council of Kunar

Sahifa's family has been pressurized by the head of the provincial council to hide the matter

By Hussain Seerat

Afghanistan Independent Human Rights Commission (AIHRC) has demanded the judicial bodies of Afghanistan to investigate the case of a 17-year old girl who was raped by a local influential. The girl claimed that she was raped by the head of the Provincial Council of Kunar.

Ghulam Nabi Hakak, advisor and member of the supervision, assessment and reporting section of the AIHRC, told reporters on Wednesday that 17-year old Sahifa was detained by the police a few months back when she was trying to escape to Jalalabad due to domestic violence in her family.

According to the report of the AIHRC, Sahifa had been exchanged in marriage (baad) and she had fled from her home due to the cruelties of her husband's family towards her.

Mr. Hakak said the Supervision of Women's Affairs of Kunar Province had placed Sahifa in the homes of one of the influential people instead of a shelter for her safety. He said, "After a while the girl claimed that she had been raped and sexually harassed."

"Hiding the matter"

Mr. Hakak said the AIHRC has demanded the attorney general to take the matter very seriously. He said they want to shift the girl to a safe shelter in Kabul or Jalalabad. Presently, she had been sent out of country for her safety.

According to the AIHRC report, Sahifa's family has been pressurized by the head of the provincial council to hide the matter. To resolve the issue and make the family silent, this man wants to give away a girl to Sahifa's family in 'baad' (exchange).
