Video Surfaces of Fraud in Afghan Elections

(KABUL, Afghanistan) -- A videotape obtained by ABC News appears to show fraud in last month's Afghanistan elections. Cell phone video captures underage voters and ballot stuffing, and may mean thousands of votes may have to be thrown out.

One part of the video shows someone in a police uniform watching as one person casts dozens of fake ballots, while another folds them into the ballot box. Another part shows a woman with multiple voting cards. The woman goes on to say, "I'm poor and was offered $20 for each vote."

The Independent Election Commission is set to release results on the election Wednesday.

ABC News has learned that, so far, at least 23 percent of the votes will be disqualified. All or most of the votes from 500 polling stations are considered invalid and 800 more are currently being audited.

The election process has been praised by several western governments and non-governmental organizations as being much improved over last year's Presidential election. Last year, just over 17 percent of the votes were discarded.
