AIHRC has reported about cases of torture in Afghan prisons and detention centers.
Afghanistan Independent Human Rights Commission (AIHRC) has announced that in the past nine years, more than 64,000 civilians have been killed and injured in Afghanistan. Of this, more than 23,000 have been killed and 40,000 injured.
With the publication of a report titled “Protecting the Rights of Victims of Armed Conflict and Terrorism”, Sima Samar, head of the AIHRC, said that the report recorded civilian casualties from March 21, 2009 to March 20, 2018.
She said that according to the report, around 5,000 victims are women, more than 33,000 are men, and the identity of more than 14,000 people is not known.
Ms. Samar said that more than 3,000 victims from thirty provinces of Afghanistan had been interviewed for the report. 62 percent of these people had said that they had lost one or several family members in armed attacks or “terrorist” attacks.
According to Ms. Samar, 69 percent of the casualties and injuries of Afghan civilians were caused by anti-government insurgents, and nearly 7,000 were killed and wounded by Afghan and international security forces.

Torture in detention centers and prisons
Ms. Samar said that the findings of this commission indicate that in 2017-2018, around 79 cases of torture had been recorded in several provinces.
She said that most of these incidents had occurred at the time of the arrest of the defendants, when the Afghan National Police and the Afghan National Security Forces responded to violence from the detainees.
According to Ms. Samar, 62 of these incidents were carried out by the National Police and 13 by National Security Forces.

According to her, in 2017-2018, the cases of torture had decreased by 22 percent as compared to the previous year, when 102 cases of torture had been recorded.
